Hyderabad : The Union government has recently announced that the Civil Services Aptitude Test (CSAT) will replace the Civil Services Preliminary Examination conducted by the Union Public Service Commission (UPSC) every year across the country. The Preliminary examination is the first in a three-stage examination process.

However, the Centre’s announcement has raised several questions with academicians pointing out that unless the UPSC addresses certain ‘basic questions’ the new initiative will lead to chaos among candidates apart from creating legal problems for the government.

Under the new system, candidates for the civil services exam will have to sit for two objective-type papers that will specifically test their ‘aptitude for the civil services’ as well as the ‘ethical and moral dimension of decision-making’.

Both papers will be given equal weight and will be common to all candidates. They replace the one common paper (general awareness) and one optional paper (any particular subject of choice) under the existing system, which lays greater emphasis on knowledge of the subject.

“In the ever-changing scenario of governance in India, how does one test the ‘aptitude’ of a candidate for the civil services? Even today, a majority of the students are not aware of the opportunity of a career in the civil service. In this context would it be fair to try to test their aptitude? If aptitude is equated with ‘ethics and morals’, can a test be designed which would serve the purpose with reliability and predictability?” asks Mr V. Gopalakrishna, director, Brain Tree, a civil exam training centre in the state.

The change will be effective from 2011 and affects only the first stage of the Civil Services Examination (CSE), that is, the Preliminary examination. The second and third stages, namely the Main exam and the Interview, respectively, will remain the same till a committee of experts examines the whole system and submits its report.

“All examinations that are designed to test the required aptitude, like the Common Admission Test for business schools and the Common Law Admission Test for law schools, have a dominant emphasis on English and are accessible only to the ‘elite’. Can we afford to design an examination for the public services that is manifestly elite and keeps a majority of the aspirants with a desire for ‘service’ out of the reckoning? The new initiative may further widen the urban-rural gap and may be biased towards urban students,” said Mr C. Venkateshwara Rao, a civils exam trainer.

Some academicians opine that a fair, competitive examination would be one that tests what has already been taught in the universities. This is the logic behind the optional at the exam. They asked whether it would be fair to test what has not been taught. “When there is no uniformity of subjects, teaching and standards for evaluation in the different universities, would such an aptitude test not give an undue advantage to aspirants from the ‘golden mile’ universities located in the metropolitan cities? Can a candidate from a rural background ever compete with his urban counterpart?” wondered Mr A. Nikhil, a civil services aspirant.

Most State Public Service Commissions follow a similar examination pattern. This has the advantage of providing the candidates with a ‘backup’ and also assures quality for the state public service as most of the candidates appear for both the state examination and the UPSC examination.

“If the examination pattern is changed it would disturb this equilibrium. Also, the gap between the direct recruit and the promotee would get accentuated as the recruitment patterns are different. In these days of demands for smaller states, can we afford such a gap? If the examination patterns of the UPSC and the State Public Service Commissions are different would it not accentuate the already existing gulf between the direct recruit and the promotee?” questioned Ms K. Vishnu Priya, another civil service aspirant.

Unless the government finds suitable answers to these basic questions, it would be premature to introduce any change.

now every company is trying to adopt this technique by creating their own platforms for cloud computing and deploy the applications
ex: Microsoft has Windows Azure as its Cloud computing platform.

Different computer organisations and societies like CSI, ACM, IEEE have already conducted many workshops, seminars on cloud computing.

Cloud computing is not so easy that we can learn it in one work shop, students persuing B.Tech [CSE, IT], MCA, M.Tech can have this as a part of the academics in final year 1st semester, so that they can have enough idea on it and persue their careers in Cloud computing...

and for the lab purpose, we can have deployment of any application [web based or application based] using .net or Java and deploy it in the private cloud.


Not a sudden change

When ever JNTU releases the results, Students face lot of problems in retrieving their results, since a lot of traffic at a time, and less number of servers in JNTU.

To overcome this problem, JNTU may arrange more servers and decrease the traffic, but after a week of the results those servers are of no use, but we cannot remove them.

so increasing physical servers is a bit expensive, so JNTU can deploy the results on a private cloud so that students can retrive the data very easily, and the traffic is more, then the cloud occupies virtual memory and gives the desired output.

How can you choose the Right Engineering Branch ?

This is the most difficult question to answer. In my last article i have told you how to choose a college but in this article i will not tell you how to choose a branch but you will tell me that which branch do you like most.

Don't worry i know it is very difficult for you to give the answer so i am here to help you to know your interest in a particular branch. It's very simple just give the answer of some question and then decide yourself that which branch do you like most or which branch suited to you according to your interest.We will discuss branch wise so that you can choose tour branch according to your interest.

Computer Science & Engineering

1.Do you like computer ? (I am not talking about computer games and Internet)
2.Do you want to do something new in computer ?
3.Do you always experiment with your computer and surprise others ?
4 Are you strong enough in mathematics and logic making skills ?
5.Do you like puzzles ?
6.Are you having a good IQ.

If you answer most of the question in yes then this is the branch for you and you are made for this branch. This branch require a good logic making skills and good aptitude ,innovation and hard work. If you are having all these things in you then go for this branch. Information Technology This branch require the same skills as in Computer science & engineering. There is a little bit difference in their syllabus content. There is no big difference as far as placement and job opportunity is concerned both the branch are equally good and well payed.

Electrical & Electronics

1. Have you ever open your switch board and repair it ?
2. Do you want to know the functioning of your home electrical appliances ?
3. Do you want to know what is really going on in a computer CPU ?
4. Are u interested in sensors & transistor ?
5. Do you want to make your own robot ?

If yes then this is the branch for you, again there is a small difference in electrical and electronics most of the syllabus content are same. In most college theses are separate branches but in some college they are same. In short we can say that electronics is subset of electrical. As far as placement and job opportunity is concerned then it depend from college to college.

Mechanical & production Engineering

1.Are you interested in bike and cars design ?
2.Do you take interest in functioning of daily routine things ?
3.Do you ask basic question to your teachers(i.e how this works ? how that works ?)
4.Do you like physics ?
5.Do you like to make some new mechanism ?
6.Do you like to use your engineering skills for a common man life ?
if yes then you are at right place this is the branch for you. This branch require a real hard work. In most of the colleges mechanical and production are different branches but there syllabus content are more or less similar but in few college this is combine. There is a misconception that in this branch's job opportunity are less as compared to computer science and electronics. Again it's depend upon individual .This is called evergreen branch ,now a days there are a lot of job opportunity and money in this sector if you have talent and ready to work hard.

Civil Engineering

1.Are you interested in building making ?
2.Are you ready to rock the world by your talent ?
3.Have you ever think how this can be done after seeing a building ?
if yes then this is the branch for you. There is a misconception that in this branch's job opportunity are less as compared to others branch. It is not so, if you are hardworking and talented then there are a lot of opportunity in this sector.

Then best of luck and go ahead. I think now you can decide your branch If you don't get the branch of your choice by mistake or due to your lower rank then don't worry I will tell you how to deal with this situation. This is not the end.

Got into a wrong branch - How to change ?

This is the problem of most of the students. After the admission they realize that they have got the wrong branch or this branch is not for him/her. This may happen due to your mistake or due to your lower rank.

But this is not the end even now you can change your branch or can do something else. Surprised ! Yes it is true I will tell you how this is possible ?

If you have taken admission through AIEEE in NIT's then it is possible there are two ways.

1.Branch sliding
2.Branch change

1. Branch sliding

After your admission any NIT in the month of September-December if any of the seat in any branch remain vacant due to some reason then it is filled by the respective candidate of that state or UT on the basis of your AIEEE rank. Here you have a good chance to change your branch once more but it totally depends upon

(a) No. of seat vacant
(b)Your AIEEE rank

if your branch is not changed till now then don't worry you will have another chance to change your branch and this time it will be totally depend upon you and your academic performance throughout first year. This is a golden chance for you.

2.Branch change:
This happens at the end of second semester to give a chance of meritorious student to change their branch but rules are different from institute to institute. Like

(a) Minimum no of marks/CGPA(combined grand performance index)required in your first year
(b) Max. no of seat available for branch change.

Here it totally depends upon your academic performance so be ready for this and work hard throughout year to catch this opportunity.

Even now if your branch is not changed due to some reason then don't be disappointed. If You want to change the branch for job opportunity reason only, then don't worry because now a days software companies are allowing each branch for recruitment and you can be a software engineer .It does not matter from which discipline you are. So enjoy your studies and best of luck

Exams are over and results are out now what next.....?

Most of the students are very happy that they have got good marks....but few of them are sad.

But those who are having good marks and cleared engineering entrance examination are still worried. Why ?

• Whether they will get admission in good college or not?

This question is very difficult because if u ask X,Y,Z then u will get X,Y,Z answer....but what is right for u let examine yourself..give the answer some of the question honestly and then decide yourself.

(a) Job opportunity: This is the most important criteria for choosing a branch in a cut throat competition environment. This is true that branches like computer science, Information Technology and electronics are amongst the huge job provider and that's why they are the first choice of most of the students in last years counselling. But it's not means that other branches are less important as far as job opportunity is concerned, other branches are equally good the only difference is that most of the software industry are mass recruiter but core industry are not.


(b) Money : This is also one of the most important factor for choosing a branch.The answer of this question is very difficult because money making is depend upon individual talent not on your branch. It does not mean that if you are in computer science, Information Technology or electronics (which are the most preferred choice of students) then you will make a lot of money....even in other branches like mechanical, electrical, chemical or production, civil etc. you can make money. It is one of the misconception that software engineer are making more money. Only few of them are able to do it and again it's depend on your talent and hard work so no particular branch is moneymaker and in every branch you can make money.


(c) Parents Wish: This option is very emotional and worth meaning. Most of the parents wants only those branch in which job opportunity and money are more so for parents i request please go through above paragraphs and don't force your children to go for a particular branch only because of particular reason.

(d) Your Interest: This is the most important and worthy factor which is ignored by most of the parents and students. As mentioned earlier that each and every branch okay. It Is your intrest that make money and satisfaction.because after four year of your graduation u will be in industry and then whole of your life will be with same branch and work which u have opted today.....if you are interested in it then ii is good but if you are not then the words tension,stress,dissatisfaction, depression will come into picture because you are working for money not for your interest and hobby.You are working with those things which you have not liked in your four year of graduation but now you have to pass whole of your life with this branch. So always keep your interest first.


Scholarship Applications invited from SC students : 

Last Date - 5th August 2014


The Scheduled Castes Development Department has invited applications for the grant of Rs.10 lakh financial assistance to SC students desirous of pursuing higher studies in courses like medicine, engineering, pharmacy, nursing, pure science, humanities, social studies in foreign universities – USA, UK, Australia, Canada and Singapore.

Candidates should belong to the SC community and be a native of Telangana. Their total family income should not exceed Rs.2 lakh per annum. First class marks in graduation is compulsory for pursuing postgraduate studies abroad and first class marks at the postgraduate level for pursuing Ph.D.

According to a notification issued on Wednesday, the registered students will be shortlisted for a scholarship by a State-level selection committee headed by Principal Secretary, SC Development Department. Interested students should log on to www.epass.cgg.gov.in and apply in the prescribed format along with documents. The last date for registration is August 5.

Commonwealth scholarship plan, New Zealand Award - 2014

Applications on plain paper, as per prescribed format, are invited from Indian Nationals residing in India for the above-mentioned Commonwealth Scholarship for higher studies, research leading to Ph.D /Masters level Study in New Zealand.

MINIMUM QUALIFICATIONS REQUIRED FOR
Should have completed Bachelor’s Degree/ Master’s Degree in the subject or allied fields with minimum 65% marks. Where percentage of marks is not available and grades are mentioned, the candidates must indicate the conversion formula adopted by the University/Institution and should also indicate equivalent percentage of marks.

AGE : The candidate should not be more than 40 years of age as on 31.07.2014.

VALUE OF SCHOLARSHIPS

(a) Travel: International, and New Zealand domestic, air travel at the start and end of the scholarship for awardee, and reimbursement of awardee’s visa costs. In addition, a reunion travel entitlement may be available to awardees who have left dependants in their home country.

(b) Tuition Fees and other compulsory institutional course costs.

(c) Postgraduate research and thesis allowance: An allowance of NZ$1,500, and a return economy airfare to awardee’s home country for overseas fieldwork, if research component is 50% or greater.

(d) Medical and Travel Insurance

(e) Establishment allowance: NZ$3,000 paid on arrival in New Zealand to meet text book costs and to assist with other set up costs in New Zealand. At the beginning of each additional study year NZ$1,000 will be paid to cover the full year.

(f) Living Allowance: The annual rate of NZ$21,580 (NZ$415 per week) is paid fortnightly and is a contribution to living costs for day-to-day expenses, including accommodation (rent or board), food costs, utility expenses (telephone, electricity etc.), transport, personal items and course-related costs (e.g. stationery, field trips, workshops etc.)

  • No funding is available for dependants. Students who choose to have their immediate family members join them in New Zealand will be responsible for their financial support.
  • The New Zealand Government has the right to amend the terms and conditions of the scholarships as needed.

General Eligibility Criteria:
Applicants for the scheme must satisfy the following general eligibility criteria andy any predetermined, country or regional-specific selection criteria set by NZAID and the nominating authorities. At a minimum, to be eligible to apply for a scholarship, applicants must:

(i) have citizenship of India;

(ii) be residing in their home country for at least two years prior to application;

(iii) not have citizenship or permanent residence status of New Zealand or Australia, or another developed country, except where their country does not issue passports and they hold a New Zealand passport;

(iv) not be married or engaged to be married to a person who holds, or who is eligible to hold, citizenship or permanent residence status of New Zealand, Australia or another developed country, except where their country does not issue passports and they hold a New Zealand passport

(v) be applying to commence a new qualification and not be seeking funding for one already commenced at the PhD or Masters level;

(vi) have been working in their country, preferably for at least two years prior to application;

(vii) be available to commence their academic studies in New Zealand by the start of the New Zealand academic year in February 2015;

(viii) have already secured admission to their preferred New Zealand university; evidence of admission (eg. A letter of offer) is required with the application form; a conditional letter of offer from a New Zealand university is sufficient to allow an application to be accepted; (To be produced at the time of interview)

(ix) have a planned programme start date (in the letter of offer) at the start of the New Zealand academic year 2015.

Engineering. admissions likely late next week


The process of engineering admissions is likely to begin on July 11 or 12 this year, the orders for which may come after the Eamcet Admissions Committee meeting on July 4. All this provided the government issues orders related to management quota admissions by Thursday.

Chairman of the AP State Council for Higher Education L. Venugopal Reddy said the Government Orders were expected on Thursday, and the announcement of schedule would depend on the GOs.

“The Eamcet committee meeting will decide the final dates though we are tentatively planning to issue counselling notification for July 10 or 11,” he said. If the notification is issued as per plan, certificate verification would begin a week after that, and the first-phase of web counselling would be completed by the month-end.

Management quota admissions are likely to be held as per the procedure followed last year. Colleges have to individually advertise in two popular newspapers calling for applications and then provide the forms online as well as offline to ensure that no one is denied the applications.

The merit list has to then be prepared, giving top priority to JEE candidates, followed by Eamcet-qualified candidates and Intermediate scores.
